In December 2022, Ghana took a significant step by unilaterally suspending payments on external loans and initiating a debt overhaul. The purpose of this move was to meet the conditions required for a $3 billion International Monetary Fund (IMF) program. However, an earlier agreement between the Ghanaian government and bondholders was rejected by the IMF in April due to concerns about debt sustainability.

The debt restructuring process aimed to address Ghana’s pre-existing fiscal and debt vulnerabilities, exacerbated by external shocks in recent years. These challenges led to a loss of international market access, constrained domestic financing, and reliance on monetary financing.
